This error is due to data inconsistency
You are using 100 materials in your organisation and if you want implement Substance volume tracking for particular Qty Restricted material “X” . Material ‘Z’ may contain 50% composition of X (Here “X’ is used as intermediate) for finished product “Z”. As per Standard F.M "CBRC_LIB_SPEC_FROM_MAT_GET" if you run the "RREGCH_FILL” programme it will check the all the materials for substance /Composition information. If you are not maintained any substance data system it will alert you . you may know that material doesn’t contain X composition , but how system will know with out checking substance information.
Here you are saying that you are assigned the substance to ‘ KRF_FERT’ to material 2163 and during performing task “Intial run” you may selected material range. So system was check all the material and throwing warning message. and also check KRF_FERT Material BOM which may contains any A,B,C,D composition data
if you select the specific material name 2163 instead of range , you cannot get any message , but this is not standard procedure.

It was suggested to Customize the H.Waste Disposal documents Either in Smart form or Adobe forms instead of creating in wwi (We can create in wwi but you have import the concern regulatory standard templates and u have to insert the symbols ).
you can import standard regulatory templates for as per region you are implementing and prepare one function specification document with which tables / fields data from WM are to be be Mapped in to template. and discuss with Developer , they will create and define delivery document type for extracting the reports from. here iam attaching one HWD template for u r reference.
The above are my opinion only and let us see what our community experts will comment on this

HWM is a mandatory document which is to be enclosed when you dispose hazardous waste in Unites states as per
http://www.epa.gov/waste/hazard/transportation/manifest/index.htm.
In SAP – EHS –WA, sap has provided the disposal document type HWM by default.
Also it has provided the disposal document too (Report template created in WWI.).
You can find that report template in Layout directory located in WWI directory.
Report template Name: “expl_hwm”. (You need both expl_hwm.doc and expl_hwm.dat for report template import.
So already you have a sample WWI template for HWM.
So what you have to do now..?
Import this report template into your SAP system.,
If you want to create a new form for HWM, look here for sample HWM forms,
understand the requirements, map the fields in the SAP EHS, and develop your own WWI report template.
Then link it to the disposal document type HWM. Now I answer your second question.

Your Report template (whether your custom made one or expl_hwm) is linked with the disposal document type HWM through “Generation Variant”.
So you need to enter the Generation variant here,
Click on details,
Assign the generation variant here. Thereby your report template is linked to the disposal document type.

I have done the assignments and also assigned the classification to a material master.
When I create a delivery I keep getting the error that "Dangerous goods master record is not released"
I have also released it from DGPREL not sure where it is going wrong.
If possible share your id so that i can send screen shots

If you creating this for your current project, create your own WWI document ! (again for moving the template to quality, production you have to do it through import function)
If you want to learn waste management, still you can depend on importing the existing template. !
Points to remember :
If you are working in IDES, the template is already there in the system..! probably you may miss the generation variant ! that you can create and link it to the disposal document type.
While creating the generation variant, in the application object, you have to mention "WASTEMGMT" as "Report Application".

You are right on track. In the standard system, the default values are delivered.
If not you can configure it on your own.
1. Specify Functions,
2. Specify Document categories.
But configuring manually will take a lot of time, since you will have lot of doubts about right FM to be assigned..! Best way is to activate the building block.

I have created a new CLASS with CHARACTERISTICS and PHRASES for SAP IH in our Development environment.
I now want to move the CLASS (TAB page) with everything included to our Quality (and then later Production) environments. Preferably with a transport number.
The only way I know currently is to create everything manually in every box!!!
I can upload the phrases with a LSMW.
Any ideas/guideline out there please?

If you want to transfer the object with Transport Request number from Development system to Quality .
First Ensure that Releasing of the Transport requests & Tasks for Particular object in the Dev environment
Execute the T.Code "STMS_import" in Target system (Quality Environment) .Automatically released Transport object in the Dev will be appeared in Quality ( In Real time Environment RFC will configure in b/w Dev , Quality & Prod).
Click on desired T.R Object Number and click on import request button (Highlighted in Yellow).
If you are not Authorized for above T.Code , Contact Basis person and inform the T.R Numbers ,they will perform the same task.
In quality you have to test these objects again if those are succeeded , then again you have release Transport Request & Task here for moving in to Production Environment.

Whatever, As per ASAP, we will go Golden--> QA--> PRD .Event you can't move TR in PRD. you can move till QA(If you have authorization only). else, we need to request to Basis team to move.
Dev Clint --> Developers can use this client to test their Customizing settings and then move to Golden Client.
As per your thread,Data import and data export option available in Phrase Management.
In classic version the basic data and tools supports to creating a first database as well as with data import and data export in productive systems.
Means you can exchange data between the following system constellations:
·Two SAP systems
· One client to another client.
You can import and export the following data:
· Sources
· Phrases
· Specifications (including dangerous goods data)
· Property trees and even Report templates.
