SARA reporting is not discussed often here.
I still have doubts in understanding your needs. What is the meaning of the word "Check" in your first thread? Is it more a "reporting" like "wording" or is it more on the level "check if material is hazardous and then "stop" something" (as with DG checks)?
PS: your remark "you statement is right, with out WM check, we can not do filling of Haz.Sub," is in my opinion wrong You "mix" the word"
"check" with the word "filling". You can use Hazradous substance filling without using the "Check".
I assume if you use the term "my SARA report" you are refering to the SAP standard one? If this assumption is correct please chekc the very important sentence on SAP online help:
"The report program determines the risk assessment in accordance with the selection criteria you entered when you accessed the selection screen. It takes into account work areas of the type SL (storage location) and FC (site)."
Therefore to use the SAP EHS SARA standard you must have installed/prepared EHS IH (you must have therefore defined work areas).

PS: you can use as awell a customer specific material class to maintain data like" Material is hazardous/ or not". But this is not SAP standard in this context
